Jose Ramón Pocaterra was named Chairman of the Board of Directors in February, 2020. He is a senior financial, business, and planning professional with 20 years of international experience in the operational, marketing, and financial fields of the oil and gas industry. He holds a bachelor’s degree in Business Administration from the Universidad Santa María, Venezuela; a postgraduate diploma in corporate finance from Universidad Metropolitana, Venezuela; an MBA certificate from the University of Texas; and is a graduate of the Advanced Management Program of the Instituto de Estudios Superiores de Administración (IESA) School of Management, Venezuela.
Andrés Eloy Padilla joined the CITGO Petroleum Corporation Board in February 2019 and has simultaneously served as a PDV Holding Inc. Board member. Mr. Padilla is a financial and business professional with multi-industry experience that includes telecommunications, construction, business services, information technology, retail, and automobile industries. Before his current position, Mr. Padilla held senior executive positions in companies in the United States and Venezuela. He worked at Ford Motor de Venezuela S.A, Brightpoint de Venezuela C.A., Engineering and Manufacturing Systems, C.A., and Inversiones Pavil C.A. He holds a bachelor’s degree in Business Administration and an MBA from Florida International University.
Marcelo Laprea-Bigott is a petroleum engineering professor and author with more than 34 years of experience in academic positions at Texas A&M University, Universidad de Oriente (Puerto La Cruz-Venezuela), and the Texas Oil & Gas Institute. Laprea-Bigott provided technical consulting to national and private oil companies in Venezuela, Colombia, Mexico, Malaysia, Russia, and the United Kingdom and received the Schlumberger Advisor award in 2014 in recognition of his technical contributions and leadership for the company and the industry. He holds a bachelor’s degree in Petroleum Engineering from Universidad del Zulia, Venezuela, and a Master of Science and a Ph.D. in Petroleum Engineering from Texas A&M University.
Luis Giusti Lugo is an oil and finance professional with more than 24 years of experience in corporate finance, strategic planning, mergers and acquisitions, and business development. He is currently senior advisor to independent oil and gas companies focused on production assets in Latin America. Prior to that, he held executive positions for oil and financial corporations in the United States and abroad, including Exploration and Production Director of Orion Energy, partner in Energy Advisors Group, and founder and managing director of Optima Oil Corp. Additionally, he served as director of the Corporación Venezolana del Petróleo (CVP), the entity in charge of safeguarding Venezuela’s foreign assets and PDVSA's hydrocarbon exploitation joint ventures abroad. Mr. Giusti began his career in 1995 with the Venezuelan state oil company Petróleos de Venezuela, S.A. (PDVSA) where he specialized in surface facilities design, oil field infrastructure project management, and drilling services.
He holds a bachelor’s degree in Mechanical Engineering and an MBA from Universidad del Zulia and has a master’s degree in Public Policy from Harvard University’s John F. Kennedy School of Government.
Ernesto Hernandez Bolívar is a seasoned information technology professional with more than 29 years of experience in technical sales, IT infrastructure, cross-functional global team management, and acquisitions in the Latin American market. Currently, he serves as a Director and Board Secretary for CITGO Petroleum Corporation, and is also the managing director and founder of Cloud IT Services, a technology company with expanding operations in the Americas. Before running his company, he had a fruitful and long career in IBM Latin America that included key sales management and director positions as well as leadership roles in the company’s systems restructuring and market growth divisions in the Latin America region.
He holds a bachelor’s degree in Electronic Engineering from Simón Bolívar University in Caracas, Venezuela, and Business certifications from the PanAmerican Institute for High Business Management (IPADE) in Mexico.
