Carlos E. Jordá is the Chief Executive Officer & President of CITGO Petroleum Corporation. He has 47 years of experience in the international oil and gas industry. Prior to this position, he served as a Director at Delek US Holdings, Inc., a refining and marketing firm, and as a Consultant in Gaffney, Cline & Associates, where he advised oil companies in both upstream and downstream operations in the United States and abroad. He started his professional career in the 1970s in Petróleos de Venezuela, S.A. (PDVSA) where he held several top executive positions in refining, corporate planning, finance and upstream, including Vice President of Refining, Vice President of PDVSA, and President of PDV America. He also served as chairman of the CITGO Board of Directors from 1999 – 2002.
Carlos holds a Chemical Engineering degree from the Michigan Technological University and Universidad Central de Venezuela.
Edgar Rincón was named Chief Operating Officer & Executive Vice President in July 2020. Before joining CITGO he served as Senior Vice President of Operations for the Western Hemisphere for Nabors Industries, overseeing the company’s business in seven different countries. Edgar also held the roles of Senior Vice President of Operations for the United States, Chief Procurement Officer and Vice President of Supply Chain at Nabors.
Prior to Nabors, Edgar spent six years at Pacific Drilling in various leadership positions, and he also worked for nearly 10 years at McKinsey & Company as a strategic, operational and management advisor to multinational energy companies.
Edgar holds an MBA with distinction from the Stephen M. Ross School of Business at the University of Michigan and a bachelor’s degree in mechanical engineering from the Universidad Simón Bolívar.
John Zuklic was named Chief Financial Officer (CFO) and Vice President Finance in November 2020. Before joining CITGO he served as Vice President of ERP Transformation at Phillips 66, where he also held several executive-level positions, including Vice President and Treasurer, General Manager Global Trading Risk and Business Compliance, and Assistant Treasurer, among others.
Before his tenure at Phillips 66, John worked for BP in finance and risk management. He also spent four years in the United States Army as an Aviation Officer/Assistant Operations Officer and Flight Platoon Leader.
John holds an MBA in Finance and Operations Management from The University of Texas at Austin and a Bachelor of Science in Mechanical Engineering from Colorado School of Mines.
Art Klein was named Vice President of Refining in July 2018. He has 40 years of refining industry experience. He joined CITGO in 1980 and has held various positions across all three CITGO refineries. He has served as Vice President and General Manager of both the Lake Charles and Corpus Christi Refineries.Before that Art served as General Manager of Operations & Maintenance and the General Manager of Technical Services at the Corpus Christi Refinery. He also served in many roles at Lemont Refinery for 29 years, including Manager of Capital Construction, Project Engineering Manager, and Asset Area Manager. He holds a bachelor's degree in mechanical engineering from the University of Illinois.
Jerry Dunn was been named Vice President & General Manager of the Lake Charles Manufacturing Complex in January 2018. Jerry has 30 years of industry related experience. He joined CITGO at the Lake Charles Refinery in 1989, where he has held many positions. Starting as a Project Engineer, Jerry also served as Fixed Equipment Engineer, Operations Engineer, Technical Services Supervisor, Capital Construction Manager, Manager of Projects, Manager Engineering Services, Operations Area Manager and General Manager of Technical Services. Jerry holds a bachelor’s degree in Civil Engineering from Louisiana State University.
Dennis Willig was named Vice President & General Manager of the Lemont Refinery in July 2018. He has more than 26 years of refining industry experience. He joined CITGO in 1995 and most recently served as General Manager of Operations & Maintenance. Dennis has served in various roles at the Lemont Refinery including Manager of Economics & Logistics, Operations Manager, and Area Manager of Operations over various units, among others. Dennis holds a bachelor’s degree in chemical engineering from Purdue University.
James was named General Manager Corpus Christi Refinery in August 2019. He has more than 30 years of experience in the refining industry.
James joined CITGO in 1980 and has held various positions at our Lemont refinery including Vice President & General Manager, Manager Operations & Maintenance, Manager Operations, Area Manager of the Crude Processing Department, and Manager of Training & Development.
He served as Vice President of Refining from November 2017 – July 2018 and then became an advisor on special projects of high-level importance.
James served on the American Petroleum Industry's (API) Operating Practices Advisory Group, a position he held for 10 years and has also served on the Executive Committee of the Three Rivers Manufacturing Association.
Karl Schmidt was named Vice President of Supply & Marketing in February 2019. He has more than 29 years’ experience in the petrochemical and refining industries, starting his career as a process engineer for Lyondell at its Houston refinery. Karl joined CITGO in 1995 and has held numerous roles in the corporate office and at the Lake Charles manufacturing site pertaining to process engineering, economic optimization, strategic planning, capital projects, operations management, terminals and pipelines and most recently as Assistant Vice President of Supply and Marketing.
Karl holds a Bachelor of Science degree in chemical engineering from the University of Texas and a master’s degree in business administration finance from the University of Houston’s Bauer School of Business.
Jack Lynch was named Vice President of Legal & Government Affairs in October 2019 and in early 2020 he was in addition appointed Chief Compliance & Ethics Officer. He has more than 40 years of legal experience, including 18 years in the oil and gas industry, where he has held leadership positions at the domestic and international level.
Most recently, Jack was active in private practice and, prior to that, he was with British Petroleum (BP) from 1998 until 2016 serving in various roles, including Senior Vice President and U.S. General Counsel, Global Compliance and Ethics Officer, Global Corporate Counsel, and Deputy Group General Counsel. Prior to BP, Jack was with Caliber System Inc. and Squirre, Sanders, & Dempsey.
Jack holds a Bachelor of Arts degree in Economics from Hamilton College and a Juris Doctor from Case Western Reserve University School of Law.
Gina Coon was named Corporate Treasurer in July 2018. She has 27 years of experience and service with CITGO; and most recently served as Assistant Treasurer. Prior to that, Gina was Manager of Cash Operations where she was responsible for cash management and banking operations. Gina’s background includes various levels of responsibility within IT applications support for Hydrocarbons Supply Chain, Risk Management and Marketing/Credit Card business units. She has served as chair of the SAP Global Industry Advisory Council and Downstream Supply Chain focus groups. She holds a master’s of business administration and a bachelor’s of science in management information systems from the University of Tulsa; and is a Certified Treasury Professional.
Bob Shoemaker was named Corporate Controller in September 2020. Bob has been with CITGO since 1999 and has held various positions of increasing responsibility since that time, including Manager Financial Systems Architecture, Manager Financial and Business Analysis, and Manager Budgets and Performance Analysis. Bob holds a bachelor’s degree in accounting from University of Central Missouri and a master’s degree in business administration from Pennsylvania State University.
Chrysti Ziegler was named General Auditor in October 2019. She has more than 20 years of audit experience, including Chief Internal Auditor with Genesis Energy LP; Internal Audit Manager and Manager of Capital Budgeting at NiSource Inc.; and various audit roles at PricewaterhouseCoopers LLC and the Texas A&M University System. Chrysti holds a bachelor of business administration degree in accounting from Texas A&M University and a master’s degree in business administration from Texas A&M University-Corpus Christi. Her numerous certifications include Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), and Certified Risk Management Assurance (CRMA). She is active in several professional organizations.
